In a stealth maneuver, President Bush has signed into law a provision which, according to Senator Patrick Leahy (D-Vermont), will actually encourage the President to declare federal martial law (1). It does so by revising the Insurrection Act, a set of laws that limits the President's ability to deploy troops within the United States. The Insurrection Act (10 U.S.C.331 -335) has historically, along with the Posse Comitatus Act (18 U.S.C.1385), helped to enforce strict prohibitions on military involvement in domestic law enforcement. With one cloaked swipe of his pen, Bush is seeking to undo those prohibitions.
Public Law 109-364, or the "John Warner Defense Authorization Act of 2007" (H.R.5122) (2), which was signed by the commander in chief on October 17th, 2006, in a private Oval Office ceremony, allows the President to declare a "public emergency" and station troops anywhere in America and take control of state-based National Guard units without the consent of the governor or local authorities, in order to "suppress public disorder."
President Bush seized this unprecedented power on the very same day that he signed the equally odious Military Commissions Act of 2006. In a sense, the two laws complement one another. One allows for torture and detention abroad, while the other seeks to enforce acquiescence at home, preparing to order the military onto the streets of America. Remember, the term for putting an area under military law enforcement control is precise; the term is "martial law."
Section 1076 of the massive Authorization Act, which grants the Pentagon another $500-plus-billion for its ill-advised adventures, is entitled, "Use of the Armed Forces in Major Public Emergencies." Section 333, "Major public emergencies; interference with State and Federal law" states that "the President may employ the armed forces, including the National Guard in Federal service, to restore public order and enforce the laws of the United States when, as a result of a natural disaster, epidemic, or other serious public health emergency, terrorist attack or incident, or other condition in any State or possession of the United States, the President determines that domestic violence has occurred to such an extent that the constituted authorities of the State or possession are incapable of ("refuse" or "fail" in) maintaining public order, "in order to suppress, in any State, any insurrection, domestic violence, unlawful combination, or conspiracy."
For the current President, "enforcement of the laws to restore public order" means to commandeer guardsmen from any state, over the objections of local governmental, military and local police entities; ship them off to another state; conscript them in a law enforcement mode; and set them loose against "disorderly" citizenry - protesters, possibly, or those who object to forced vaccinations and quarantines in the event of a bio-terror event.
The law also facilitates militarized police round-ups and detention of protesters, so called "illegal aliens," "potential terrorists" and other "undesirables" for detention in facilities already contracted for and under construction by Halliburton. That's right. Under the cover of a trumped-up "immigration emergency" and the frenzied militarization of the southern border, detention camps are being constructed right under our noses, camps designed for anyone who resists the foreign and domestic agenda of the Bush administration.
An article on "recent contract awards" in a recent issue of the slick, insider "Journal of Counterterrorism & Homeland Security International" reported that "global engineering and technical services powerhouse KBR [Kellog, Brown & Root] announced in January 2006 that its Government and Infrastructure division was awarded an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to support U.S. Immigration and Customs Enforcement (ICE) facilities in the event of an emergency." "With a maximum total value of $385 million over a five year term," the report notes, "the contract is to be executed by the U.S. Army Corps of Engineers," "for establishing temporary detention and processing capabilities to augment existing ICE Detention and Removal Operations (DRO) - in the event of an emergency influx of immigrants into the U.S., or to support the rapid development of new programs." The report points out that "KBR is the engineering and construction subsidiary of Halliburton." (3) So, in addition to authorizing another $532.8 billion for the Pentagon, including a $70-billion "supplemental provision" which covers the cost of the ongoing, mad military maneuvers in Iraq, Afghanistan, and other places, the new law, signed by the president in a private White House ceremony, further collapses the historic divide between the police and the military: a tell-tale sign of a rapidly consolidating police state in America, all accomplished amidst ongoing U.S. imperial pretensions of global domination, sold to an "emergency managed" and seemingly willfully gullible public as a "global war on terrorism."
Make no mistake about it: the de-facto repeal of the Posse Comitatus Act (PCA) is an ominous assault on American democratic tradition and jurisprudence. The 1878 Act, which reads, "Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or Air Force as a posse comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both," is the only U.S. criminal statute that outlaws military operations directed against the American people under the cover of 'law enforcement.' As such, it has been the best protection we've had against the power-hungry intentions of an unscrupulous and reckless executive, an executive intent on using force to enforce its will.
Unfortunately, this past week, the president dealt posse comitatus, along with American democracy, a near fatal blow. Consequently, it will take an aroused citizenry to undo the damage wrought by this horrendous act, part and parcel, as we have seen, of a long train of abuses and outrages perpetrated by this authoritarian administration.
Despite the unprecedented and shocking nature of this act, there has been no outcry in the American media, and little reaction from our elected officials in Congress. On September 19th, a lone Senator Patrick Leahy (D-Vermont) noted that 2007's Defense Authorization Act contained a "widely opposed provision to allow the President more control over the National Guard [adopting] changes to the Insurrection Act, which will make it easier for this or any future President to use the military to restore domestic order WITHOUT the consent of the nation's governors."
Senator Leahy went on to stress that, "we certainly do not need to make it easier for Presidents to declare martial law. Invoking the Insurrection Act and using the military for law enforcement activities goes against some of the central tenets of our democracy. One can easily envision governors and mayors in charge of an emergency having to constantly look over their shoulders while someone who has never visited their communities gives the orders."
A few weeks later, on the 29th of September, Leahy entered into the Congressional Record that he had "grave reservations about certain provisions of the fiscal Year 2007 Defense Authorization Bill Conference Report," the language of which, he said, "subverts solid, longstanding posse comitatus statutes that limit the military's involvement in law enforcement, thereby making it easier for the President to declare martial law." This had been "slipped in," Leahy said, "as a rider with little study," while "other congressional committees with jurisdiction over these matters had no chance to comment, let alone hold hearings on, these proposals."
In a telling bit of understatement, the Senator from Vermont noted that "the implications of changing the (Posse Comitatus) Act are enormous". "There is good reason," he said, "for the constructive friction in existing law when it comes to martial law declarations. Using the military for law enforcement goes against one of the founding tenets of our democracy. We fail our Constitution, neglecting the rights of the States, when we make it easier for the President to declare martial law and trample on local and state sovereignty."
Senator Leahy's final ruminations: "Since hearing word a couple of weeks ago that this outcome was likely, I have wondered how Congress could have gotten to this point. It seems the changes to the Insurrection Act have survived the Conference because the Pentagon and the White House want it."
The historic and ominous re-writing of the Insurrection Act, accomplished in the dead of night, which gives Bush the legal authority to declare martial law, is now an accomplished fact.
The Pentagon, as one might expect, plays an even more direct role in martial law operations. Title XIV of the new law, entitled, "Homeland Defense Technology Transfer Legislative Provisions," authorizes "the Secretary of Defense to create a Homeland Defense Technology Transfer Consortium to improve the effectiveness of the Department of Defense (DOD) processes for identifying and deploying relevant DOD technology to federal, State, and local first responders."
In other words, the law facilitates the "transfer" of the newest in so-called "crowd control" technology and other weaponry designed to suppress dissent from the Pentagon to local militarized police units. The new law builds on and further codifies earlier "technology transfer" agreements, specifically the 1995 DOD-Justice Department memorandum of agreement achieved back during the Clinton-Reno regime.(4)
It has become clear in recent months that a critical mass of the American people have seen through the lies of the Bush administration; with the president's polls at an historic low, growing resistance to the war Iraq, and the Democrats likely to take back the Congress in mid-term elections, the Bush administration is on the ropes. And so it is particularly worrying that President Bush has seen fit, at this juncture to, in effect, declare himself dictator.

The Pentagon's "Northern Command" (Northcom) is preparing plans for sending U.S. military forces into action within the borders of the United States.
Buried in deep secrecy within Colorado's Cheyenne Mountain, this military headquarters has considered all of North America as its "battle space" since it was created for that purpose in 2002. It has developed a chain of command over both National Guard and regular troops, and it has been sifting through huge streams of information from federal agents and local police.
Now, two leaked Northcom documents reveal classified plans that include sending many thousands of troops to multiple places around the U.S., prepared to take over control from civilian forces.
One document (called CONPLAN 2002) is over 1,000 pages of plans and orders. The second (called CONPLAN 0500) envisions 15 different scenarios where these plans could go into operation.
CONPLAN 2002 has been approved by the military command at the Pentagon, and is on Defense Secretary Donald H. Rumsfeld's desk for final approval. CONPLAN 0500 is still undergoing final drafting at Northcom headquarters. (The Pentagon term CONPLAN means "concept plan." CONPLANs are the basis for making OPLANs, or "operations plans," that move specific troops into specific combat areas.)
War Plans Within U.S. Borders
From its founding in 2002, the Pentagon's Northcom was constructed to be able to take command over every National Guard unit in the country and wield them together with regular troops into a unified, internal military force. Northcom's command structure is now larger in personnel than the notorious Southcom (the headquarters the Pentagon uses to monitor and suppress the people throughout Latin America).
Historically it has been illegal for the federal government to use regular army troops for "policing" within U.S. borders. However, these new leaked plans show that all 50 states of the U.S. are treated as potential combat zones of an already ongoing war and, according to the Washington Post, Pentagon officials argue that President Bush (acting as commander-in-chief) can order regular troops into domestic operations, despite the fact that it is illegal under the Posse Comitatus law. Four active-duty Army battalions are now immediately ready to be deployed inside the U.S. on Northcom's command.
What is particularly ominous is not just that such armed forces are at the disposal of Northcom, but also what Northcom is empowered to do: These newly leaked documents show that Northcom is developing plans for dispatching troops to several different parts of the country at once and take over from civilian government.
Several senior military officers told the Washington Post that these new plans assume that the military might need "to take charge in some situations." Admiral Timothy J. Keating, head of Northcom, explained to Washington Post reporter Bradley Graham that the involvement of National Guard troops (which are exempt from the Posse Comitatus law) would give the combined forces a legal loophole for extraordinary actions. Graham reported that Admiral Keating "cited a potential situation in which Guard units might begin rounding up people while regular forces could not."
In other words, these plans are not just about using the Pentagon's chain-of-command to use armed force within U.S. borders in many areas at once, but they include preparations for imposing martial law (rule where the military commanders take control of cities and are empowered to shoot anyone who opposes them). A command structure is moving into place that could give full military backing to major grabs for power within the U.S. or to suppress opposition of the people (or even local governments) to those who currently have central power.
In the Name of Safety
On paper, all this is described as preparations against "terrorist attacks," and the plans state that the military would only take over if civilian forces were "overwhelmed." A number of the "scenarios" described in Northcom plans include so-called "high-end" incidents like the release of biological agents. (And it is worth noting that the only known release of biological war agents within the United States--which happened in the fall of 2001--was then traced back to the U.S. military's own laboratories.)
However Northcom does not assume that its troops will only act after some event. Its plans and preparation include "preventive" actions taken without any specific disturbance actually taking place, and the Washington Post reports that Northcom's scenarios also include troop deployment for "low end" events, described as "relatively modest crowd-control missions."
Northcom's CONPLAN documents can clearly be used to prepare, deploy and train a backbone force for a Pentagon-supported coup d'état or a major attempt to drown popular protest or upheaval in blood.
And with that in mind, it is worth soberly noting that the Northcom Command organizing all this is headquartered on an Air Force base just outside Colorado Springs. And that there have been well- documented exposures in the mainstream media of the high-pressure Christian fascist indoctrination and recruitment now being carried out among Air Force officers in that area (including especially at the national Air Force Academy in Colorado Springs).
All this points to the extreme character of these times--the ruling class takes very seriously the possibility of jolts and ruptures, and are preparing very extreme measures to deal with them. This has to be fully confronted.
Senators Unanimously Approve Fascist Law
USA PATRIOT Act Renewed
What has happened:
The USA PATRIOT Act was rushed into law quickly after the September 11 attacks. It contained major police powers that powerful forces had long wanted in place. It was all justified as a way of protecting the people from future attacks, and the public was told that its most disturbing provisions would only be temporary--and would expire in December 2005.
Many people (and even many city governments) have loudly expressed their opposition to the Patriot Act. And it even looked like it might become hard for the Bush White House to push the Patriot Act back through Congress and make its provisions permanent.
But then came the London events of July 7. And suddenly, the House rushed to approve the Patriot Act on July 21. And days later, the Sanate again rushed to approve that Patriot Act, unanimously, without a single dissenting vote--making most of its provisions permanent and extending two of the most controversial ones for four years. This passage sets the stage for all this to become law this fall.
What it means:
The police powers granted by this renewed USA PATRIOT Act are dangerous. Here are things promoted by its provisions:
FBI wiretapping of telephones and cell phones in new ways, along with the grabbing of voice mails and widespread monitoring of e-mail.
Police wiretappers following a targeted person through their life and tapping the phones in every place they visit.
Government agents going to libraries and bookstores and demanding lists of who has been reading particular books (while they can prosecute librarians who tell people about the police spying).
Federal agents breaking secretly into houses to steal papers, computer hard drives, and anything else they want--often without judge-approved search warrants.
Government prosecutors pressing charges against all kinds of people for supposedly providing "material support for terrorism"--which can include lawyers who defend "terrorist suspects" or people who manage certain web sites, or charity organizations that the government considers "linked" to terrorism.
These provisions have been shocking to almost anyone who learned about them. And millions of people sharply opposed this law--including many librarians and lawyers. And now the re - passage of this law, unanimously by the Senate (with the support of leading Democrats) is a slap in the face for all these people and a serious threat to the future.
And there is every basis to reach out to and win over those millions to take action to DRIVE OUT THIS REGIME!
This whole experience -- which took the Patriot Act from a so-called "emergency move" to its current status of permanent police powers -- drives home this important lesson:
That which you will not resist and mobilize to stop, you will learn--or be forced--to accept.

Some people have referred to it as the "secret government" of the United States. It is not an elected body, it does not involve itself in public disclosures, and it even has a quasi-secret budget in the billions of dollars. This government organization has more power than the President of the United States or the Congress, it has the power to suspend laws, move entire populations, arrest and detain citizens without a warrant and hold them without trial, it can seize property, food supplies, transportation systems, and can suspend the Constitution.
Not only is it the most powerful entity in the United States, but it was not even created under Constitutional law by the Congress. It was a product of a Presidential Executive Order. No, it is not the U.S. military nor the Central Intelligence Agency, they are subject to Congress. The organization is called FEMA, which stands for the Federal Emergency Management Agency. Originally conceived in the Richard Nixon Administration, it was refined by President Jimmy Carter and given teeth in the Ronald Reagan and George Bush Administrations.
FEMA had one original concept when it was created, to assure the survivability of the United States government in the event of a nuclear attack on this nation. It was also provided with the task of being a federal coordinating body during times of domestic disasters, such as earthquakes, floods and hurricanes. Its awesome powers grow under the tutelage of people like Lt. Col. Oliver North and General Richard Secord, the architects on the Iran-Contra scandal and the looting of America's savings and loan institutions. FEMA has even been given control of the State Defense Forces, a rag-tag, often considered neo-Nazi, civilian army that will substitute for the National Guard, if the Guard is called to duty overseas.
THE MOST POWERFUL ORGANIZATION IN THE UNITED STATES
Though it may be the most powerful organization in the United States, few people know it even exists. But it has crept into our private lives. Even mortgage papers contain FEMA's name in small print if the property in question is near a flood plain. FEMA was deeply involved in the Los Angeles riots and the 1989 Loma Prieta earthquake in the San Francisco Bay Area. Some of the black helicopter traffic reported throughout the United States, but mainly in the West, California, Washington, Arizona, New Mexico, Texas and Colorado, are flown by FEMA personnel. FEMA has been given responsibility for many new disasters including urban forest fires, home heating emergencies, refugee situations, urban riots, and emergency planning for nuclear and toxic incidents. In the West, it works in conjunction with the Sixth Army.
FEMA was created in a series of Executive Orders. A Presidential Executive Order, whether Constitutional or not, becomes law simply by its publication in the Federal Registry. Congress is by-passed. Executive Order Number 12148 created the Federal Emergency Management Agency that is to interface with the Department of Defense for civil defense planning and funding. An "emergency czar" was appointed. FEMA has only spent about 6 percent of its budget on national emergencies, the bulk of their funding has been used for the construction of secret underground facilities to assure continuity of government in case of a major emergency, foreign or domestic. Executive Order Number 12656 appointed the National Security Council as the principal body that should consider emergency powers. This allows the government to increase domestic intelligence and surveillance of U.S. citizens and would restrict the freedom of movement within the United States and grant the government the right to isolate large groups of civilians. The National Guard could be federalized to seal all borders and take control of U.S. air space and all ports of entry.
Here are just a few Executive Orders associated with FEMA that would suspend the Constitution and the Bill of Rights. These Executive Orders have been on record for nearly 30 years and could be enacted by the stroke of a Presidential pen:
EXECUTIVE ORDER 10990 allows the government to take over all modes of transportation and control of highways and seaports.
EXECUTIVE ORDER 10995 allows the government to seize and control the communication media.
EXECUTIVE ORDER 10997 allows the government to take over all electrical power, gas, petroleum, fuels and minerals.
EXECUTIVE ORDER 10998 allows the government to take over all food resources and farms.
EXECUTIVE ORDER 11000 allows the government to mobilize civilians into work brigades under government supervision.
EXECUTIVE ORDER 11001 allows the government to take over all health, education and welfare functions.
EXECUTIVE ORDER 11002 designates the Postmaster General to operate a national registration of all persons.
EXECUTIVE ORDER 11003 allows the government to take over all airports and aircraft, including commercial aircraft.
EXECUTIVE ORDER 11004 allows the Housing and Finance Authority to relocate communities, build new housing with public funds, designate areas to be abandoned, and establish new locations for populations.
EXECUTIVE ORDER 11005 allows the government to take over railroads, inland waterways and public storage facilities.
EXECUTIVE ORDER 11051 specifies the responsibility of the Office of Emergency Planning and gives authorization to put all Executive Orders into effect in times of increased international tensions and economic or financial crisis.
EXECUTIVE ORDER 11310 grants authority to the Department of Justice to enforce the plans set out in Executive Orders, to institute industrial support, to establish judicial and legislative liaison, to control all aliens, to operate penal and correctional institutions, and to advise and assist the President.
EXECUTIVE ORDER 11049 assigns emergency preparedness function to federal departments and agencies, consolidating 21 operative Executive Orders issued over a fifteen year period.
EXECUTIVE ORDER 11921 allows the Federal Emergency Preparedness Agency to develop plans to establish control over the mechanisms of production and distribution, of energy sources, wages, salaries, credit and the flow of money in U.S. financial institution in any undefined national emergency. It also provides that when a state of emergency is declared by the President, Congress cannot review the action for six months.
The Federal Emergency Management Agency has broad powers in every aspect of the nation. General Frank Salzedo, chief of FEMA's Civil Security Division stated in a 1983 conference that he saw FEMA's role as a "new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis." FEMA's powers were consolidated by President Carter to incorporate:
the National Security Act of 1947, which allows for the strategic relocation of industries, services, government and other essential economic activities, and to rationalize the requirements for manpower, resources and production facilities;
the 1950 Defense Production Act, which gives the President sweeping powers over all aspects of the economy;
the Act of August 29, 1916, which authorizes the Secretary of the Army, in time of war, to take possession of any transportation system for transporting troops, material, or any other purpose related to the emergency; and
the International Emergency Economic Powers Act, which enables the President to seize the property of a foreign country or national. These powers were transferred to FEMA in a sweeping consolidation in 1979.
HURRICANE ANDREW FOCUSED ATTENTION ON FEMA
FEMA's deceptive role really did not come to light with much of the public until Hurricane Andrew smashed into the U.S. mainland. As Russell R. Dynes, director of the Disaster Research Center of the University of Delaware, wrote in The World and I, "...The eye of the political storm hovered over the Federal Emergency Management Agency. FEMA became a convenient target for criticism." Because FEMA was accused of dropping the ball in Florida, the media and Congress commenced to study this agency. What came out of the critical look was that FEMA was spending 12 times more for "black operations" than for disaster relief. It spent $1.3 billion building secret bunkers throughout the United States in anticipation of government disruption by foreign or domestic upheaval. Yet fewer than 20 members of Congress , only members with top security clearance, know of the $1.3 billion expenditure by FEMA for non-natural disaster situations. These few Congressional leaders state that FEMA has a "black curtain" around its operations. FEMA has worked on National Security programs since 1979, and its predecessor, the Federal Emergency Preparedness Agency, has secretly spent millions of dollars before being merged into FEMA by President Carter in 1979.
FEMA has developed 300 sophisticated mobile units that are capable of sustaining themselves for a month. The vehicles are located in five areas of the United States. They have tremendous communication systems and each contains a generator that would provide power to 120 homes each, but have never been used for disaster relief.
FEMA's enormous powers can be triggered easily. In any form of domestic or foreign problem, perceived and not always actual, emergency powers can be enacted. The President of the United States now has broader powers to declare martial law, which activates FEMA's extraordinary powers. Martial law can be declared during time of increased tension overseas, economic problems within the United States, such as a depression, civil unrest, such as demonstrations or scenes like the Los Angeles riots, and in a drug crisis. These Presidential powers have increased with successive Crime Bills, particularly the 1991 and 1993 Crime Bills, which increase the power to suspend the rights guaranteed under the Constitution and to seize property of those suspected of being drug dealers, to individuals who participate in a public protest or demonstration. Under emergency plans already in existence, the power exists to suspend the Constitution and turn over the reigns of government to FEMA and appointing military commanders to run state and local governments. FEMA then would have the right to order the detention of anyone whom there is reasonable ground to believe...will engage in, or probably conspire with others to engage in acts of espionage or sabotage. The plan also authorized the establishment of concentration camps for detaining the accused, but no trial.
Three times since 1984, FEMA stood on the threshold of taking control of the nation. Once under President Reagan in 1984, and twice under President Bush in 1990 and 1992. But under those three scenarios, there was not a sufficient crisis to warrant risking martial law. Most experts on the subject of FEMA and Martial Law insisted that a crisis has to appear dangerous enough for the people of the United States before they would tolerate or accept complete government takeover. The typical crisis needed would be threat of imminent nuclear war, rioting in several U.S. cites simultaneously, a series of national disasters that affect widespread danger to the populous, massive terrorist attacks, a depression in which tens of millions are unemployed and without financial resources, or a major environmental disaster.
THREE TIMES FEMA STOOD BY READY FOR EMERGENCY
In April 1984, President Reagan signed Presidential Director Number 54 that allowed FEMA to engage in a secret national "readiness exercise" under the code name of REX 84. The exercise was to test FEMA's readiness to assume military authority in the event of a "State of Domestic National Emergency" concurrent with the launching of a direct United States military operation in Central America. The plan called for the deputation of U.S. military and National Guard units so that they could legally be used for domestic law enforcement. These units would be assigned to conduct sweeps and take into custody an estimated 400,000 undocumented Central American immigrants in the United States. The immigrants would be interned at 10 detention centers to be set up at military bases throughout the country.
REX 84 was so highly guarded that special metal security doors were placed on the fifth floor of the FEMA building in Washington, D.C. Even long-standing employees of the Civil Defense of the Federal Executive Department possessing the highest possible security clearances were not being allowed through the newly installed metal security doors. Only personnel wearing a special red Christian cross or crucifix lapel pin were allowed into the premises. Lt. Col. North was responsible for drawing up the emergency plan, which U.S. Attorney General William French Smith opposed vehemently. The plan called for the suspension of the Constitution, turning control of the government over to FEMA, appointment of military commanders to run state and local governments and the declaration of Martial Law. The Presidential Executive Orders to support such a plan were already in place. The plan also advocated the rounding up and transfer to "assembly centers or relocation camps" of at least 21 million American blacks in the event of massive rioting or disorder, not unlike the rounding up of the Jews in Nazi Germany in the 1930s.
The second known time that FEMA stood by was in 1990 when Desert Storm was enacted. Prior to President Bush's invasion of Iraq, FEMA began to draft new legislation to increase its already formidable powers. One of the elements incorporated into the plan was to set up operations within any state or locality without the prior permission of local or state authorities. Such prior permission has always been required in the past. Much of the mechanism being set into place was in anticipation of the economic collapse of the Western World. The war with Iraq may have been conceived as a ploy to boost the bankrupt economy, but it only pushed the West into deeper recession.
The third scenario for FEMA came with the Los Angeles riots after the Rodney King brutality verdict. Had the rioting spread to other cities, FEMA would have been empowered to step in. As it was, major rioting only occurred in the Los Angeles area, thus preventing a pretext for a FEMA response.
On July 5, 1987, the Miami Herald published reports on FEMA's new goals. The goal was to suspend the Constitution in the event of a national crisis, such as nuclear war, violent and widespread internal dissent, or national opposition to a U.S. military invasion abroad. Lt. Col. North was the architect. National Security Directive Number 52 issued in August 1982, pertains to the "Use of National Guard Troops to Quell Disturbances."
The crux of the problem is that FEMA has the power to turn the United States into a police state in time of a real crisis or a manufactured crisis. Lt. Col. North virtually established the apparatus for dictatorship. Only the criticism of the Attorney General prevented the plans from being adopted. But intelligence reports indicate that FEMA has a folder with 22 Executive Orders for the President to sign in case of an emergency. It is believed those Executive Orders contain the framework of North's concepts, delayed by criticism but never truly abandoned.
The crisis, as the government now see it, is civil unrest. For generations, the government was concerned with nuclear war, but the violent and disruptive demonstrations that surrounded the Vietnam War era prompted President Nixon to change the direction of emergency powers from war time to times of domestic unrest. Diana Raynolds, program director of the Edward R. Murrow Center, summed up the dangers of FEMA today and the public reaction to Martial Law in a drug crisis: "It was James Madison's worst nightmare that a righteous faction would someday be strong enough to sweep away the Constitutional restraints designed by the framers to prevent the tyranny of centralized power, excessive privilege, an arbitrary governmental authority over the individual. These restraints, the balancing and checking of powers among branches and layers of government, and the civil guarantees, would be the first casualties in a drug-induced national security state with Reagan's Civil Emergency Preparedness unleashed. Nevertheless, there would be those who would welcome NSC (National Security Council) into the drug fray, believing that increasing state police powers to emergency levels is the only way left to fight America's enemy within. In the short run, a national security state would probably be a relief to those whose personal security and quality of life has been diminished by drugs or drug related crime. And, as the general public watches the progression of institutional chaos and social decay, they too may be willing to pay the ultimate price, one drug free America for 200 years of democracy."
The first targets in any FEMA emergency would be Hispanics and Blacks, the FEMA orders call for them to be rounded up and detained. Tax protesters, demonstrators against government military intervention outside U.S. borders, and people who maintain weapons in their homes are also targets. Operation Trojan Horse is a program designed to learn the identity of potential opponents to martial law. The program lures potential protesters into public forums, conducted by a "hero" of the people who advocates survival training. The list of names gathered at such meetings and rallies are computerized and then targeted in case of an emergency.
The most shining example of America to the world has been its peaceful transition of government from one administration to another. Despite crises of great magnitude, the United States has maintained its freedom and liberty. This nation now stands on the threshold of rule by non-elected people asserting non-Constitutional powers. Even Congress cannot review a Martial Law action until six months after it has been declared. For the first time in American history, the reigns of government would not be transferred from one elected element to another, but the Constitution, itself, can be suspended.
The scenarios established to trigger FEMA into action are generally found in the society today, economic collapse, civil unrest, drug problems, terrorist attacks, and protests against American intervention in a foreign country. All these premises exist, it could only be a matter of time in which one of these triggers the entire emergency necessary to bring FEMA into action, and then it may be too late, because under the FEMA plan, there is no contingency by which Constitutional power is restored.
On Dec. 6, 2001, Attorney General John Ashcroft informed the Senate Judiciary Committee, “To those who scare peace-loving people with phantoms of lost liberty … your tactics only aid terrorists, for they erode our national unity and … give ammunition to America’s enemies.” Some commentators feared that Ashcroft’s statement, which was vetted beforehand by top lawyers at the Justice Department, signaled that this White House would take a far more hostile view towards opponents than did recent presidents. And indeed, some Bush administration policies indicate that Ashcroft’s comment was not a mere throwaway line.
When Bush travels around the United States, the Secret Service visits the location ahead of time and orders local police to set up “free speech zones” or “protest zones” where people opposed to Bush policies (and sometimes sign-carrying supporters) are quarantined. These zones routinely succeed in keeping protesters out of presidential sight and outside the view of media covering the event.
When Bush came to the Pittsburgh area on Labor Day 2002, 65-year-old retired steel worker Bill Neel was there to greet him with a sign proclaiming, “The Bush family must surely love the poor, they made so many of us.” The local police, at the Secret Service’s behest, set up a “designated free-speech zone” on a baseball field surrounded by a chain-link fence a third of a mile from the location of Bush’s speech. The police cleared the path of the motorcade of all critical signs, though folks with pro-Bush signs were permitted to line the president’s path. Neel refused to go to the designated area and was arrested for disorderly conduct; the police also confiscated his sign. Neel later commented, “As far as I’m concerned, the whole country is a free speech zone. If the Bush administration has its way, anyone who criticizes them will be out of sight and out of mind.”
At Neel’s trial, police detective John Ianachione testified that the Secret Service told local police to confine “people that were there making a statement pretty much against the president and his views” in a so-called free speech area. Paul Wolf, one of the top officials in the Allegheny County Police Department, told Salon that the Secret Service “come in and do a site survey, and say, ‘Here’s a place where the people can be, and we’d like to have any protesters put in a place that is able to be secured.’” Pennsylvania district judge Shirley Rowe Trkula threw out the disorderly conduct charge against Neel, declaring, “I believe this is America. Whatever happened to ‘I don’t agree with you, but I’ll defend to the death your right to say it’?”
Similar suppressions have occurred during Bush visits to Florida. A recent St. Petersburg Times editorial noted, “At a Bush rally at Legends Field in 2001, three demonstrators—two of whom were grandmothers—were arrested for holding up small handwritten protest signs outside the designated zone. And last year, seven protesters were arrested when Bush came to a rally at the USF Sun Dome. They had refused to be cordoned off into a protest zone hundreds of yards from the entrance to the Dome.” One of the arrested protesters was a 62-year-old man holding up a sign, “War is good business. Invest your sons.” The seven were charged with trespassing, “obstructing without violence and disorderly conduct.”
Police have repressed protesters during several Bush visits to the St. Louis area as well. When Bush visited on Jan. 22, 2003, 150 people carrying signs were shunted far away from the main action and effectively quarantined. Denise Lieberman of the ACLU of Eastern Missouri commented, “No one could see them from the street. In addition, the media were not allowed to talk to them. The police would not allow any media inside the protest area and wouldn’t allow any of the protesters out of the protest zone to talk to the media.” When Bush stopped by a Boeing plant to talk to workers, Christine Mains and her five-year-old daughter disobeyed orders to move to a small protest area far from the action. Police arrested Mains and took her and her crying daughter away in separate squad cars.
The Justice Department is now prosecuting Brett Bursey, who was arrested for holding a “No War for Oil” sign at a Bush visit to Columbia, S.C. Local police, acting under Secret Service orders, established a “free speech zone” half a mile from where Bush would speak. Bursey was standing amid hundreds of people carrying signs praising the president. Police told Bursey to remove himself to the “free speech zone.”
Bursey refused and was arrested. Bursey said that he asked the policeman if “it was the content of my sign, and he said, ‘Yes, sir, it’s the content of your sign that’s the problem.’” Bursey stated that he had already moved 200 yards from where Bush was supposed to speak. Bursey later complained, “The problem was, the restricted area kept moving. It was wherever I happened to be standing.”
Bursey was charged with trespassing. Five months later, the charge was dropped because South Carolina law prohibits arresting people for trespassing on public property. But the Justice Department—in the person of U.S. Attorney Strom Thurmond Jr.—quickly jumped in, charging Bursey with violating a rarely enforced federal law regarding “entering a restricted area around the President of the United States.” If convicted, Bursey faces a six-month trip up the river and a $5000 fine. Federal magistrate Bristow Marchant denied Bursey’s request for a jury trial because his violation is categorized as a “petty offense.” Some observers believe that the feds are seeking to set a precedent in a conservative state such as South Carolina that could then be used against protesters nationwide.
Bursey’s trial took place on Nov. 12 and 13. His lawyers sought the Secret Service documents they believed would lay out the official policies on restricting critical speech at presidential visits. The Bush administration sought to block all access to the documents, but Marchant ruled that the lawyers could have limited access. Bursey sought to subpoena John Ashcroft and Karl Rove to testify. Bursey lawyer Lewis Pitts declared, “We intend to find out from Mr. Ashcroft why and how the decision to prosecute Mr. Bursey was reached.” The magistrate refused, however, to enforce the subpoenas. Secret Service agent Holly Abel testified at the trial that Bursey was told to move to the “free speech zone” but refused to co-operate. Magistrate Marchant is expected to issue his decision in December.
The feds have offered some bizarre rationales for hog-tying protesters. Secret Service agent Brian Marr explained to National Public Radio, “These individuals may be so involved with trying to shout their support or non-support that inadvertently they may walk out into the motorcade route and be injured. And that is really the reason why we set these places up, so we can make sure that they have the right of free speech, but, two, we want to be sure that they are able to go home at the end of the evening and not be injured in any way.” Except for having their constitutional rights shredded.
Marr’s comments are a mockery of this country’s rich heritage of vigorous protests. Somehow, all of a sudden, after George W. Bush became president people became so stupid that federal agents had to cage them to prevent them from walking out in front of speeding vehicles.
The ACLU, along with several other organizations, is suing the Secret Service for what it charges is a pattern-and-practice of suppressing protesters at Bush events in Arizona, California, Connecticut, Michigan, New Jersey, New Mexico, Texas, and elsewhere. The ACLU’s Witold Walczak said of the protesters, “The individuals we are talking about didn’t pose a security threat; they posed a political threat.”
The Secret Service is duty-bound to protect the president. But it is ludicrous to presume that would-be terrorists are lunkheaded enough to carry anti-Bush signs when carrying pro-Bush signs would give them much closer access. And even a policy of removing all people carrying signs—as has happened in some demonstrations—is pointless, since potential attackers would simply avoid carrying signs. Presuming that terrorists are as unimaginative and predictable as the average federal bureaucrat is not a recipe for presidential longevity.
The Bush administration’s anti-protester bias proved embarrassing for two American allies with long traditions of raucous free speech, resulting in some of the most repressive restrictions in memory in free countries. When Bush visited Australia in October, Sydney Morning Herald columnist Mark Riley observed, “The basic right of freedom of speech will adopt a new interpretation during the Canberra visits this week by the US President, George Bush, and his Chinese counterpart, Hu Jintao. Protesters will be free to speak as much as they like just as long as they can’t be heard.” Demonstrators were shunted to an area away from the Federal Parliament building and prohibited from using any public address system in the area.
For Bush’s recent visit to London, the White House demanded that British police ban all protest marches, close down the center of the city, and impose a “virtual three day shutdown of central London in a bid to foil disruption of the visit by anti-war protesters,” according to Britain’s Evening Standard. But instead of a “free speech zone”—as such areas are labeled in the U.S.—the Bush administration demanded an “exclusion zone” to protect Bush from protesters’ messages.
Such unprecedented restrictions did not inhibit Bush from portraying himself as a champion of freedom during his visit. In a speech at Whitehall on Nov. 19, Bush hyped the “forward strategy of freedom” and declared, “We seek the advance of freedom and the peace that freedom brings.” Regarding the protesters, Bush sought to turn the issue into a joke: “I’ve been here only a short time, but I’ve noticed that the tradition of free speech—exercised with enthusiasm—is alive and well here in London. We have that at home, too. They now have that right in Baghdad, as well.”
Attempts to suppress protesters become more disturbing in light of the Homeland Security Department’s recommendation that local police departments view critics of the war on terrorism as potential terrorists. In a May 2003 terrorist advisory, the Homeland Security Department warned local law enforcement agencies to keep an eye on anyone who “expressed dislike of attitudes and decisions of the U.S. government.” If police vigorously followed this advice, millions of Americans could be added to the official lists of “suspected terrorists.”
Protesters have claimed that police have assaulted them during demonstrations in New York, Washington, and elsewhere. Film footage of a February New York antiwar rally showed what looked like a policeman on horseback charging into peaceful aged Leftists. The neoconservative New York Sun suggested in February 2003 that the New York Police Department “send two witnesses along for each participant [in an antiwar demonstration], with an eye toward preserving at least the possibility of an eventual treason prosecution” since all the demonstrators were guilty of “giving, at the very least, comfort to Saddam Hussein.”
One of the most violent government responses to an antiwar protest occurred when local police and the federally funded California Anti-Terrorism Task Force fired rubber bullets and tear gas at peaceful protesters and innocent bystanders at the port of Oakland, injuring a number of people. When the police attack sparked a geyser of media criticism, Mike van Winkle, the spokesman for the California Anti-Terrorism Information Center told the Oakland Tribune, “You can make an easy kind of a link that, if you have a protest group protesting a war where the cause that’s being fought against is international terrorism, you might have terrorism at that protest. You can almost argue that a protest against that is a terrorist act.” Van Winkle justified classifying protesters like terrorists: “I’ve heard terrorism described as anything that is violent or has an economic impact, and shutting down a port certainly would have some economic impact. Terrorism isn’t just bombs going off and killing people.”
Such aggressive tactics become more ominous in the light of the Bush administration’s advocacy, in its Patriot II draft legislation, of nullifying all judicial consent decrees restricting state and local police from spying on those groups who may oppose government policies.
On May 30, 2002, Ashcroft effectively abolished restrictions on FBI surveillance of Americans’ everyday lives first imposed in 1976. One FBI internal newsletter encouraged FBI agents to conduct more interviews with antiwar activists “for plenty of reasons, chief of which it will enhance the paranoia endemic in such circles and will further service to get the point across that there is an FBI agent behind every mailbox.” The FBI took a shotgun approach towards protesters partly because of the FBI’s “belief that dissident speech and association should be prevented because they were incipient steps towards the possible ultimate commission of act which might be criminal,” according to a Senate report.
On Nov. 23 news broke that the FBI is now actively conducting surveillance of antiwar demonstrators—supposedly to “blunt potential violence by extremist elements,” according to a Reuters interview with a federal law enforcement official. Given the FBI’s expansive defintion of “potential violence” in the past, this is a net that could catch almost any group or individual who falls into official disfavor.
The FBI is also urging local police to report suspicious activity by protesters to the Joint Terrorism Task Force, which is run by the FBI. If local police take the hint and start pouring in the dirt, the JTTF could soon be building a “Total Information Awareness”-lite database on those antiwar groups and activists.
If the FBI publicly admits that it is surveilling antiwar groups and urging local police to send in information on protestors, how far might the feds go? It took over a decade after the first big antiwar protests in the 1960s before the American people learned the extent of FBI efforts to suppress and subvert public opposition to the Vietnam War. Is the FBI now considering a similar order to field offices as the one it sent in 1968, telling them to gather information illustrating the “scurrilous and depraved nature of many of the characters, activities habits, and living conditions representative of New Left adherents”—but this time focused on those who oppose Bush’s Brave New World?
Is the administration seeking to stifle domestic criticism? Absolutely. Is it carrying out a war on dissent? Probably not—yet. But the trend lines in federal attacks on freedom of speech should raise grave concerns to anyone worried about the First Amendment or about how a future liberal Democratic president such as Hillary Clinton might exploit the precedents that Bush is setting. ______________________________________________

A "Crisis" in America To help complacent Americans accept the New World Order and new government intrusions into their private lives, Clinton propagandists instilled fear of just about every crisis they could conjure up.
The buzzword of the nineties was "crisis." We were told we had a health care "crisis" - justifying the government takeover of one-seventh of the U.S. economy. We were told we had a ecological "crisis" - justifying the government to impose far reaching new regulations on businesses. We were told we had a child care "crisis" - justifying the government to extend its reach into the family.
President Clinton used the strategic use of Executive Orders to bypass Congress and the will of the American people. In violation of the Constitutional balance of powers, Mr. Clinton said he would legislate by Executive Order if Congress did not bow to his legislative agenda. "I have a continuing obligation to act, to use the authority of the presidency and the persuasive power of the podium, to advance America´s interests...," said Mr. Clinton.
There was no debate, no media coverage, and no vote ... just President Clinton signing into law whatever he believed "is the right thing to do." "Stroke of the pen. Law of the land. Kinda cool," said Mr. Clinton´s senior advisor Paul Begala.
Failing to get this dictatorial mandate past Congress, liberals in the White House and Congress subverted the 10th Amendment by "greenmailing" the states into submission. The fascist strategy was to withhold tax revenues from the states, if states did not surrender constitutional rights and submit to legislative mandates voluntarily.
With the government takeover of much of the American economy, health care, and the family well under way, Socialists turned its attention next to a constitutional "crisis".
While the media and across America, attention was focused on butterfly-ballots and elderly voters who could not complete a ballot, beneath the surface was brewing yet another incremental attack on the Constitution of the United States of America by Socialists determined to quietly overthrow this country from within.
As has been their technique for years, Socialists understand they will not be able to radically change this country over night. Rather, theirs is a step-by-step incremental approach of first undermining the foundations of this country by creating doubt and distrust by the TV-educated and uninformed American public.
In November, 2000, as politicians and lawyers descend upon Florida for hand recounts upon recounts, Americans were fed a daily dose of propaganda designed to sway them away from the Constitutionally established norm of electing Presidents in this country.
This attack on the Constitution did not come as a surprise. It was simply part and parcel of an ongoing and systematic dismantling of our Constitution. And, folks, Democrats and Republicans alike are not only being duped by the Socialist propaganda, but in many cases are championing it.
Shaking America's Foundations With the son of the man who introduced the New World Order to America now in place, George W. Bush's mandate was to further his father's agenda of extending government control over American citizens and empowering the tentacles of a One World Government into foreign lands.
Recognizing that no Socialist movement can succeed unless it has control over the movement of it's citizens and insider intelligence of those who oppose them, Globalists along with President G.W. Bush, needed another "crisis" to move their agenda forward.
That crisis came compliments of a group of Muslims, perhaps even orchestrated by the CIA and/or FBI on Sept. 11, 2001.
Following the events of that day, Americans have experienced a wholesale loss of personal freedom in payment for a security "crisis". In what could be described as a coup, globalists in our government created a new fascist government initiative dubbed, "Homeland Security" and have renewed their criminal government intrusion into the private lives of Americans once used by Richard Nixon in his war on anti-war protestors, environmentalists, and civil rights activists.
Globalists everywhere can celebrate the attack on America because their goals are being accomplished before their very eyes. Their desire to instill fear into the hearts of Americans has been accomplished as Americans fear flying and are willing to exchange their freedom for the false feeling of security. Their desire to destroy our free democratic system is accomplished as we allow the government to further intrude into our private lives in the name of "national security".
Shortly after 9/11, the Bush administration announced a "War on Terrorism", accompanied by the doctrine of 'pre-emptive' military action. Within weeks, Americans saw their constitutional guarantees of freedom stripped away by the "Patriot Act" with its plethora of legislative changes which significantly increased the surveillance and investigative powers of law enforcement agencies in the United States. The Act did not, however, provide for the system of checks and balances that traditionally safeguards civil liberties in the face of such legislation. Many of the provisions of the Act relating to electronic surveillance were proposed before September 11th, and were subject to much criticism and debate.
"He also forced everyone, small and great, rich and poor, free and slave, to receive a mark of his right hand or on his forehead, so that no one could buy or sell unless he had the mark..." - Revelation 13:16-17
It Will Never Happen Again Following every contrived "crisis" in America, the response is always the same... to erode more liberties in exchange for the promise that it will never happen again. And the result is, it continues to happen again and again, only American citizens have LESS freedom.
We heard the same argument following the Columbine High School shootings in Colorado. The result was more school violence and our children being subjected to criminal scrutiny. We heard it following the rash of hijackings during the '70s and following the crash of TWA 800 and bombing of Pan Am 103. The result was that four airplanes could be hijacked simultaneously and used to attack Americas financial center and our nations capital. We heard the argument following the bombing in Oklahoma City. The result was the total destruction of the World Trade Center.
In the wake of the Globalist inspired attack on America, we keep hearing especially politicians saying "we must do what needs to be done so that it never happens again."
No, we don't need to ensure it never happens again... we need to get at the root of the problem and why we allowed it to happen at all.
Americans should look inward and ask why our great country tolerates terrorism in our own country while condemning it elsewhere.
We should be asking why we support despots throughout the world in exchange for oil and then wonder why the victims in those regions consider us the enemy.
While some may feel a sense of security giving up their rights as American citizens, the result will be... It WILL happen again. Only, next time, it will be bigger and even more dramatic. With the proliferation of portable nuclear weapons, it's not outside the sphere of possibility that one or more American cities will be laid waste in a nuclear holocaust.
Weapons of Mass Destruction While Americans were freely giving up many of their Constitutional rights in exchange for so-called "security" and now needing a scapegoat to rationalize their loss, President Bush moved to the next stage of the globalist New World Order agenda.
According to an article in the Sunday Herald, President Bush and his cabinet were planning a premeditated attack on Iraq to secure 'regime change' long before the events of 9/11 and even before he took power in January 2001.
The blueprint for the creation of a 'global Pax Americana' was drawn up for Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, and others. The document, entitled Rebuilding America's Defences: Strategies, Forces And Resources For A New Century, was written in September 2000 by the neo-conservative think-tank Project for the New American Century (PNAC).
The New World Order plan shows Bush's cabinet intended to take military control of the Gulf region whether or not Saddam Hussein was in power. It says: 'The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.'
The Republican Party's campaign platform in the U.S. presidential election, 2000 called for "full implementation" of the Iraq Liberation Act and removal of Saddam Hussein with a focus on rebuilding a coalition, tougher sanctions, reinstating inspections, and support for the pro-democracy, opposition exile group, Iraqi National Congress.[
Whipping up fear into Americans once again, President George W. Bush and Tony Blair invaded Iraq on March 20, 2003, under the guise of eliminating weapons of mass destruction.
While NONE were found, both Bush and Blair continued their charge that WMD existed with the fervor that would make Mohammed Saeed al-Sahaf proud.
On 1 May 2003 George W. Bush announced the end of "Major combat" operations in the Iraq war, yet that did not mean that peace had returned to Iraq. Iraq has been subsequently marked by violent conflict between U.S.-led soldiers and forces described as insurgents, including but not limited to violence between Sunni and Shi'a Muslims within Iraq over long-standing cultural differences.
The Global Age is right upon us. It is on the horizon of our lifetime. This New World Order has been a long time in the making, its pieces fitting into place from divergent realms and different players.
It is not some prophetically speculative or futuristic fairy tale, but a real world reality. Gears and levers of history have been moved and adjusted, and a large-scale game of Monopoly has been played, with real currency and real assets shifting hands - a game with very real winners and losers.
It is a dangerous and risky undertaking, for they are vastly outnumbered. If average Americans understood their true agenda, there would be an uprising of revolutionary proportions. Therefore, secrecy of their true agenda is critical.
While it is nearly impossible to accurately trace the interlocking agendas of these organizations, the supernatural dimension is the one that gives the puzzle meaning. How else can you explain a master plan that has existed for hundreds of years?
Today, the power of a certain group of bankers is colossal according to Harvard and Princeton professor emeritus, Carroll Quigley, who confessed to being an insider and confidant of this elite group. He said of this group:

Quigley summarized the insider's grand plan: "Their aim is nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. US planning to recruit one in 24 Americans as citizen spies

The Bush Administration aims to recruit millions of United States citizens as domestic informants in a program likely to alarm civil liberties groups.
The Terrorism Information and Prevention System, or TIPS, means the US will have a higher percentage of citizen informants than the former East Germany through the infamous Stasi secret police. The program would use a minimum of 4 per cent of Americans to report "suspicious activity".
Civil liberties groups have already warned that, with the passage earlier this year of the Patriot Act, there is potential for abusive, large-scale investigations of US citizens.
As with the Patriot Act, TIPS is being pursued as part of the so-called war against terrorism. It is a Department of Justice project.
Highlighting the scope of the surveillance network, TIPS volunteers are being recruited primarily from among those whose work provides access to homes, businesses or transport systems. Letter carriers, utility employees, truck drivers and train conductors are among those named as targeted recruits.
A pilot program, described on the government Web site www.citizencorps.gov, is scheduled to start next month in 10 cities, with 1 million informants participating in the first stage. Assuming the program is initiated in the 10 largest US cities, that will be 1 million informants for a total population of almost 24 million, or one in 24 people.
Historically, informant systems have been the tools of non-democratic states. According to a 1992 report by HarvardUniversity's Project on Justice, the accuracy of informant reports is problematic, with some informants having embellished the truth, and others suspected of having fabricated their reports.
Present Justice Department procedures mean that informant reports will enter databases for future reference and/or action. The information will then be broadly available within the department, related agencies and local police forces. The targeted individual will remain unaware of the existence of the report and of its contents.
The Patriot Act already provides for a person's home to be searched without that person being informed that a search was ever performed, or of any surveillance devices that were implanted.
At state and local levels the TIPS program will be co-ordinated by the Federal Emergency Management Agency, which
was given sweeping new powers, including internment, as part of the Reagan Administration's national security initiatives. Many key figures of the Reagan era are part of the Bush Administration.
The creation of a US "shadow government", operating in secret, was another Reagan national security initiative.

The American "High Cabal" adopted criminality as their primary strategy when they seized control of the United States in the first two decades of the twentieth century.
In 1922, Secretary of Interior Albert B. Fall illegally leased out the rich Teapot Dome oilfields of Wyoming to Rockefeller's oil companies. President Warren G.Harding proclaimed Fall's innocence: "If Fall isn't an honest man, then I'm not fit to be President."
Prophetic words for Warren Gamaliel when Fall couldn't explain how he was able to spend $170,000 for improvements on his ranch in New Mexico when his annual salary was only $12,000. On June 30, 1924, a federal grand jury indicted Fall and two major oil company executives, Harry Sinclair and Edward L. Doheny. On November 1, 1929, five years later, Fall received a mild slap on the wrist: a one year sentence and a fine of $100,000 for taking bribes.
This ruling junta not only committed criminal acts in the United States but also throughout the world. In 1937, William E. Dodd, U.S. Ambassador to Germany, warned America of what was happening:
"A clique of U.S. industrialists is hell-bent to bring a fascist state to supplant our democratic government and is working closely with the fascist regime in Germany and Italy.
"Certain American industrialists had a great deal to do with bringing fascist regimes into being in both Germany and Italy. They extended aid to help Fascism occupy the seat of power, and they are helping to keep it there."

1953: Operation MK-ULTRA -- Inspired by North Korea’s brainwashing program, the CIA begins experiments on mind control. The most notorious part of this project involves giving LSD and other drugs to American subjects without their knowledge or against their will, causing several to commit suicide.
1954: overthrow of democratically-elected Jacob Arbenz in Guatemala in a military coup -- Arbenz had threatened to nationalize the Rockefeller-owned United Fruit Company, in which CIA Director Allen Dulles also owned stock. Arbenz was replaced with a series of right-wing dictators whose bloodthirsty policies killed over 100,000 Guatemalans in the next 40 years.
1957-1973: Laos -- the CIA carries out approximately one coup per year trying to nullify Laos’ democratic elections
1959: Haiti -- the U.S. military helps "Papa Doc" Duvalier become dictator of Haiti
1961: Dominican Republic -- the CIA assassinates Rafael Trujillo, a murderous dictator Washington has supported since 1930

1968: Operation CHAOS -- The CIA has been illegally spying on American citizens since 1959, but with Operation CHAOS, President Johnson dramatically boosts the effort. CIA agents go undercover as student radicals to spy on and disrupt campus organizations protesting the Vietnam War. They are searching for Russian instigators, which they never find. CHAOS will eventually spy on 7,000 individuals and 1,000 organizations.
1970: Cambodia -- The CIA overthrows Prince Sahounek, who is highly popular among Cambodians for keeping them out of the Vietnam War. He is replaced by CIA puppet Lon Nol.
1971: Bolivia -- After half a decade of CIA-inspired political turmoil, a CIA-backed military coup overthrows the leftist President Juan Torres. In the next two years, dictator Hugo Banzer will have over 2,000 political opponents arrested without trial, then tortured, raped and executed.
1973: democratically-elected Allende in Chile is assassinated
1981: Iran/Contra begins -- The CIA begins selling arms to Iran at high prices, using the profits to arm the Contras fighting the Sandinista government in Nicaragua
1987: a cocaine cartel money launderer testifies before Congress that he sent $10 million to the contras through CIA operative Felix Rodriguez (Washington Post 6/30/87)
1989: Panama -- The U.S. invades Panama to overthrow a dictator of its own making, General Manuel Noriega.

2004: Bush II appoints a doctrinaire reactionary as head of CIA and Goss openly sends memo to CIA personnel telling them they must support the Bush junta!
With the Nixon presidency, criminality became standard operating procedure. Either by accident or design (see Cologny and Gettlen. Silent Coup), the criminal behavior of the entire Nixon administration was exposed and Nixon was forced to resign.
When President John F. Kennedy threatened the "High Cabal" by toppling their Bay of Pigs invasion of Cuba, firing Allen Dulles as head of the CIA, and making plans to take control of the Federal Reserve System, he was assassinated. The U.S. Secret Service, in violation of their own rules and procedures, in collusion with the ruling plutocrats, deliberately failed to protect President Kennedy. The Secret Service knowingly escorted him in an open car around a hairpin turn into the sights of paid assassins, who fired by military-style triangulation.
In the aftermath of the bloody assassination of President Kennedy in Dallas on November 22, 1963, over 200 eyewitnesses and sources were themselves murdered, obliterating possible testimony, contrary to the falsified Warren Report.
JFK was assassinated because the "High Cabal" wanted to regain its stranglehold on the country.

On November 13, 1986, the Reagan administration confirmed a flood of worldwide reports that it indeed had been sending Iran weapons--against both United States law and official policy--for some time. The arms deal was reportedly organized and carried out by a "crisis management" group within the 46-member National Security Council staff. In addition to Robert McFarlane, White House assistant, a prominent member of the team was marine Lieutenant Colonel Oliver North, a decorated Vietnam veteran and deputy director for political-military affairs at the Security Council.
After invoking the Fifth Amendment protection against self-incrimination for seven months, while conniving to get a grant of limited immunity, North finally testified before Senate and House investigating committees in July of 1987. "I assumed that the President was aware of what I was doing and had, through my superiors, approved," he stated. He claimed that he had sent five memoranda to the President through Admiral John Poindexter, Reagan's national security adviser, requesting permission to divert money from the Iranian arms sales to the contras, a Nicaraguan rebel group.
North's testimony left the impression that the late director of the Central Intelligence Agency, William J. Casey, had masterminded the financing of the contras with profits from the Iranian arms sales. Democrat Senator Daniel Inouye, presiding over the hearings, said that the Iran-contra arms-for-hostages operation was a naked attempt to create a "secret government within our government." The Senate-House investigating committee concluded that "the common ingredients of the Iran and contra policies were secrecy, deception, and disdain for the law. . . . The ultimate responsibility for the events in the Iran-contra affair must rest with the President."
On May 4, 1989, Oliver North was convicted in federal court on three of twelve counts against him. He was fined $150,000 and given a three-year suspended sentence and ordered to perform 1,200 hours of community service. Lackeys of the ruling elite caught in criminal acts either spend a few months in a country club prison, receive a suspended sentence, receive an inconsequential fine, or are pardoned by the puppet president.
On September 16, 1991, a federal judge ordered all Iran-contra charges against Oliver North dropped. And on December 24, 1991, President George W. Bush pardoned six officials charged with or convicted of misleading Congress in the investigation of the Iran-Contra affair.
One of those pardoned was former Defense Secretary Caspar Weinberger, whose trial might have revealed that Bush was not, contrary to his claim, "out of the loop" on the deal. Weinberger's notes concerning his actions as Defense Secretary under Bush I, demonstrated that Bush was definitely in the loop. Admiral John Poindexter claimed that he conferred directly with Bush about the Iran-Contra scheme. Also, Bush and his assistant Donald Gregg communicated regularly with Felix Rodriguez, the notorious ex-CIA agent at the heart of the Contra Supply operation [See Lawrence Walsh's Firewall, W.W. Norton & Co., 1997; pp. 271-272].
The Iran-contra affair was actually a gun-running, drug smuggling operation run out of Mena, Arkansas, under the direction of Vice President Bush. Unless we can overturn a presidential decree by George W. Bush to make all previous presidential and vice presidential papers unavailable except through legal action, the elder George Bush's papers will be unavailable for review to see what criminal action was committed.
The actions of the Reagan Administration during the Iran-Contra scandal revealed "a pattern of conduct and a state of mind among important people in this administration which must be described as an American style of fascism. I would prefer to avoid that term, but it is the only one in the modern political vocabulary that adequately describes the situation."

Will Americans someday be asking each other, "What did you do for national service?" That's the question posed in a new book, The AmeriCorps Experiment, edited by Will Marshall and Marc Porter Magee. AmeriCorps is America's great effort at voluntary national service. First proposed by the Democratic Leadership Council and implemented by the Clinton administration, the national service program today boasts 75,000 participants and a budget of more than $400 million. AmeriCorps is largely a success, say the authors, and should be dramatically expanded. One of the book's contributors, William A. Galston, even suggests making national service compulsory, like the wartime draft. Marshall and Magee, in the chapter excerpted here, argue for keeping the program voluntary, but using the Selective Service System as one of its recruiting devices.
In just over a decade, Ameri-Corps has proved its worth in communities around the country and has secured a small but vital beachhead in national policy. Its impressive track record, together with growing public and political support, point to the possibility of a breakout that could take national service to truly national scale.
National service ought to be more than a small demonstration project on the margins of big government. It must take a great leap forward or risk going the way of the Peace Corps and VISTA, noble endeavors that languished after an initial burst of inspiration and failed to reach critical mass.
Why is bigger better? The first and most compelling reason for expansion is to match the scale of America's unmet needs. Our country's "social deficit" is as daunting as our fiscal deficit. Compared with other rich countries the United States has very high rates of poverty (especially among children), out-of-wedlock births, and youth violence, as well as a wide racial and ethnic gap in educational achievement. Add to these enduring social problems the new challenges presented by the 9/11 terrorist attacks and the baby boom's retirement, and you have a "to do" list that overwhelms government's current capacities. We need to mobilize the nation's civic resources more broadly to tackle such urgent priorities as:
Tutoring and mentoring disadvantaged children, especially those from broken families and those with parents in prison.
Providing long-term care and other help for the elderly to help America age successfully as the baby boomers retire.
Protecting our homeland against terrorist attacks.
Sharing the burden of military service to our country.
AmeriCorps' New Democrat architects envisioned it in the late 1980s as a way to mobilize citizen volunteers to tackle national problems that neither government agencies nor private markets could solve by themselves. Since then, Americans have become more attuned to the possibility of tackling public problems through new partnerships between the formal public sector and the informal realm of civic and voluntary groups (including faith-based organizations). National service is a prime example of this new, hybrid form of public activism -- a decentralized, non-bureaucratic way to grapple with a wide array of national challenges.
A second reason to expand national service lies in its unique character as a dual public investment in America's human capital. First, national service volunteers do work that helps to improve the lives of tens of thousands of needy Americans each day. Second, volunteers earn education awards that encourage them to attend college and defray at least some of its costs. Imagine how much a vastly bigger service enterprise, with a more generous education award, could magnify these social and economic returns.
There's a third reason to enlarge AmeriCorps: to give more Americans a chance to serve their country. The demand for service positions far outstrips the supply. Many of the best-known service programs, such as Teach for America and City Year, have large waiting lists. Scaling up AmeriCorps would transform national service from an exceptional to a fairly common experience for young Americans. And, like the draft of old, it would be one of the few institutions in our increasingly stratified and segmented society that throw together Americans from different social and economic backgrounds. The experience of working together across racial, ethnic, and class lines to solve common problems hones the basic skills of democratic citizenship -- the ability to see past stereotypes, to empathize with others, to negotiate and compromise, and to transcend our group identities. In political scientist Robert Putnam's term, it creates the "bridging" social capital essential to making a multiethnic democracy work.
Five Ways to Scale Up National Service. Our ultimate goal should be to make national service a common expectation -- a rite of civic passage -- for young Americans on their way to responsible and productive citizenship. Here are five ways we can reach the next plateau in the evolution of national service:
1. Replace selective service with national service. When Congress created the All-Volunteer Force in 1973, it kept one vestige of the old World War II-era draft: the requirement that all American males register with the Selective Service System on their 18th birthdays. Registration is a hedge against the unlikely, but hardly unthinkable, prospect that America may one day need to mobilize for full-scale war. With a little imagination, the Selective Service System could be recast as a recruiting device for voluntary national service, as well as a register of the nation's available manpower. Specifically, we should replace Selective Service with a National Service System that recruits young men and women to serve their country in one of three ways: in the military's new, short-term "citizen soldier" enlistment program; in AmeriCorps; or in the Peace Corps, which should become a vital component of U.S. efforts to promote political and economic freedom abroad.
The new system would channel volunteers into these three streams of service and handle post-service education awards. As an added incentive to serve, public and private colleges should be encouraged to favor applicants who agree to perform national service over applicants who choose the registration-only option.
2. Expand AmeriCorps. President Bush deserves credit for carrying through on his promise to enlarge AmeriCorps from 50,000 to 75,000 members. But while it's gratifying to see a Republican president leading his party toward a belated embrace of President Clinton's signature program, we shouldn't stop there. In their bipartisan Call to Service bill, Sens. Evan Bayh (D-Ind.) and John McCain (R-Ariz.) set a more ambitious goal: increasing AmeriCorps to 250,000 members a year, at a cost of about $15 billion, spread out over eight years. In addition to investing more in the missions that Ameri-Corps now tackles -- tutoring students, constructing houses, vaccinating children, providing disaster relief -- we should also test ways that national service can be harnessed to meet the daunting new challenges of homeland security.
As we expand service opportunities for young Americans, we should not neglect the coming wave of baby boom retirees. A recent opinion survey shows that the percentage of Americans nearing retirement who are interested in a year or more of service increases fourfold to almost 50 percent if they are offered a structured service environment, a small monthly stipend, and the choice of an education or health-care benefit. Building on the success of the Senior Corps and the Experience Corps, the Progressive Policy Institute (PPI) has proposed organizing a large-scale "Boomer Corps" to enable the boomers to help themselves meet the challenges of healthy and successful aging and give something back to their country.
3. Recruit more citizen soldiers. In October 2003, the military began taking in its first recruits through the new "citizen solider" short-term enlistment program, the most significant change in recruiting since the creation of the All-Volunteer Force. Conceived by Northwestern University sociologist Charles Moskos and shepherded into law by Senators McCain and Bayh, the citizen-soldier option is intended to help meet our growing personnel demands by offering America's youth a voluntary equivalent of the draft: a way to serve their country in uniform without choosing a military career.
The new option enables volunteers to sign up for 15 months of service on active duty followed by 24 months in the Reserves -- a radical departure from the four -- and five-year active duty enlistments that are now the norm. A look at the initial class of 3,600 recruits suggests that the program is already beginning to fulfill its promise. The short-term program has a much higher percentage of college-educated and college-bound enlistees than traditional enlistment programs. It is also providing immediate relief to the active-duty military positions experiencing the greatest manpower shortages and is on track to deliver experienced soldiers into a Reserve force stretched thin by frequent mobilizations since 9/11. National service advocates should urge the president and the Defense Department to support both a larger military and a more ambitious recruiting goal for this innovative program: Twenty-five thousand citizen-soldiers per year by 2008 and 75,000 per year by 2012.
4. Replace work study with serve study. The federal Work Study program helps nearly 1 million students pay for college at a cost of $1 billion a year. According to Harris Wofford, former Pennsylvania senator and former CEO of the Corporation for National and Community Service, Work Study was designed to provide low- and middle-income students with additional money to pay for college and increase the number of students participating in community service. Yet the overwhelming majority of Work Study students today do their service on campus, not in the community. In effect, they constitute an enormous pool of cheap labor for college administrators.
Under current law, only 7 percent of Work Study participants are required to work in community service. To its credit, the Bush administration has proposed boosting that to 50 percent by the end of the decade. That would mean an additional 250,000 students serving in their communities each year, at virtually no new cost to taxpayers.
This idea, however, has provoked scorched earth resistance from college administrators and the powerful higher education lobby, who claim a shift from campus-based work to service in communities would interfere with students' education. But a University of California-Los Angeles study conducted in 2000 suggests that part-time service activities, far from being a burden on college students, yield positive outcomes, including better performance in the classroom. National service advocates and the White House should join forces to insist that Congress not wait another year to begin the process of replacing mandatory on-campus jobs with real service opportunities for students.
5. Link federal student aid and national service. Finally, it's time to revisit a key principle of the original Democratic Leadership Council (DLC) blueprint: linking federal student aid and national service. As Moskos has pointed out, the United States today has "a GI Bill without GIs." That is, the federal government spends lots of money -- about $26 billion in 2005 -- on grants and loan subsidies for students. But, whereas the GI Bill rewarded returning World War II veterans for their service to the nation, college aid asks little in return, other than that students repay their loans.
At a time when college costs are rising faster than inflation and a college education has become a minimal credential for success in the knowledge economy, increased public support for families with modest means makes sense. But rather than give the aid away, we should make it an "earned entitlement." Specifically, Washington ought to emulate the GI Bill of Rights and add an element of reciprocity by requiring those who benefit to give something back to their country through national service, civilian or military. The DLC plan would have replaced federal Pell and other grants with a $10,000 post-service reward and limited student loans to eligible youths who performed (or committed themselves to perform) national service. In this way, the plan sought to spur large numbers of young Americans to volunteer to serve rather than conscripting them into a mandatory service scheme.
In a more recent variation on this theme, PPI has proposed consolidating various federal tax provisions into a single, turbo-charged College Tax Credit that would provide a $3,000-a-year credit to students for four years of college and two years of graduate school, provided that they agree to perform service in return.
If lawmakers do nothing else, they should at least fix one big flaw in the 1993 legislation that created Ameri-Corps: The education award was set far too low. At $4,750 for a year of service, it is not even enough to cover tuition and fees at a four-year public college, which now averages $5,132. It's time for Congress to raise this paltry amount to at least $10,000 a year so that two years of full-time service would cover the average cost of four years of tuition and fees at a public college or university. This would make service more attractive, especially to youths from low-income families. It also would help students avoid heavy borrowing and promote personal responsibility by reinforcing the connection between individual effort and reward.
Universal service. If adopted, these five steps for taking voluntary national service to scale would move us closer to the ideal of universal service. By bringing tens, and eventually hundreds, of thousands of willing citizens together to meet the great challenges of our time, we will hasten the day when it will become routine for Americans to ask each other: What did you do for your national service?
Sen. Joe Biden (D-Del.) has argued persuasively that the nation's leaders missed a historic opportunity after 9/11 to summons the "X and Y generations" to national service: "They are ready to do great things. But we don't ask anything of them. They have not been challenged."
It's not too late to rectify that mistake, by issuing a new summons to active citizenship through national service.
